Joni I think the skirt is cute, especially with the ruching. I don't mind the length actually, though I know a lot of us here have adjusted to the longer hemlines that have been trending the last year or so. However for work, ideally you'd have either short or tight but not both. This is a recent purchase, right? If possible I'd be curious to see this skirt in a size up. It doesn't look too bad from the front, but the side and back look a little too much of both worlds (and I commiserate on the vavoom fit here, I have the same issue with pencil skirts myself). So with a short pencil skirt you'd want a loose enough fit to offset the short length, and with a slimmer fit you could go longer, like a little below the knee.
As for the top, I do like this blouse much better than the shell yesterday though it feels a bit too fitted to wear with the already fitted short skirt. This blouse would look amazing with wide leg pants or a longer flared skirt especially with those heels. I would prefer to see this shorter skirt with a looser top, and if you can't give up the heels, at least pumps that don't have a platform. Tall heeled boots are another good option.
I also agree with everything Day Vies said; with a shorter skirt it's good to offset that with a looser top, and with a longer skirt you could work a more fitted top. Adding hosiery will almost always tone a look down, too. For going out after work, you could always swap the top with something more fitted if that's more appropriate, and also remove the hosiery. With my pencil skirts, I generally follow the "shorter the hem, lower the heel" mantra to keep things from being too vavoom all the time; so with my short pencils I like to wear flats/flat boots and a slouchy top, and with my longer pencils I like to wear fitted tops and all manner of footwear.
