Firecracker - I always seem to run cold these days! I remember when I used to run around with just a long sleeve T in the winter, and I would be fine. I am leaning toward short so the waist detail isn't entirely obscured.
Joy - That's a great idea. I actually have a short sleeved LL Bean one, but didn't think to try something like that. I also have a longer sleeved one that might work underneath without too much bulk, though I wonder if the neck on of that one is too high. The body of the dress is lined, but the sleeves are not, and that's where I felt the chill. I like the shape of the dress and the fit at the waist, which is another reason I rejected the cardis that I tried on top.

rachylou - I have an important rule, which is I always blame the clothes, not the body in the clothes, when something doesn't look right. They're supposed to fit us, not the other way around. I find the fit and weight of the sweater matters a lot when I layer like this. The blouse is sleeveless in this outfit, too, which means there is no bunching at the arms; that also helps.
