Hi Laura --
Echoing most -- like the way the pants drape on you, think whatever height heel you can handle (once you get your Tall!) will work best with the wider leg opening, would pair it with a slim-fitting topmost layer.
Perhaps unlike others, I could see you adding a black cardigan -- maybe high-hip length, maybe boyfriend since you are leggy! -- over a top about the length of your example. I don't know if you're a "belter" but if so, great.
Otherwise I would probably do the column look on the inside -- a black or dark top + a fitted sweater, blouse or jacket in one of your best contrasting colors.
I might be wrong, but I think as long as the top isn't super-floaty *everywhere* you can go a little longer, especially as your shoulders look to be even or a bit wider than your hips AND you have those legs!
It would be one of those annoying things to figure out once you have the top and outer layer with the right length pants and chosen pair/s of shoes...sometimes after I put things together, I'm surprised by where the "good" horizontal lines turn out to be!
[sometimes happily and sometimes less so, ha]
