I think the purply blue colour would be really flattering on me, but the black might be more versatile. Oh, to try it on in person!!
Carter, the season for wearing a dress like this up here depends a bit on several factors: how warm a person runs (or how cold); how warm the venues run (or cold, with AC); and type of event (indoor/ outdoor). Not to mention the variable weather.
I'm not completely sure about the fabric's weight, so it's a bit hard to judge -- thickness of fabric would make a big difference. If it's thin and floaty, this is definite summer only material here. If it is a bit more substantial, then it could work spring (with topper), summer, fall (with topper).
Some people might wear it in winter to cocktail type parties. With a coat, obviously. And hose.
I'm not sure if I would do that. I would definitely wear it to go dancing, though. Ask me how often I go dancing....
