My Mom has this type of figure and she looks great in sweater sets! I know this concept isn't the most trendy, but if you paired a twin set with cute Bermudas or a pencil skirt or straight-legged trousers, it would look great. I think having two separates in the same shade on top is flattering.
Also, if you match your top to the bottom, it will have the visual effect of lengthening your torso and legs and not calling so much attention to the upper half. If you wear a bright top and dark pants, it will have the opposite effect. It will draw the eyes to the upper half, minimizing the bottom. For a busty apple, you could try bright bottoms and a dark top to get the reverse effect, but again you are cutting your body in half with high contrast colors. That is why I am a big fan of tonal dressing where the top and bottom are closely matched.
