I have a suggestion.
I own a similar dress (in navy) from Halogen a few years ago. Admittedly, I usually wear it with a small heel because I am so short and that is not how you want to wear it -- but you have the height to balance it anyway.
So this is my trick. You have to be very particular about the sash. I actually double mine and turn it into a little tiny side knot as a rule. You can also do a big bow but that is not my style. The sash is crucial in how it looks.

Mine has long sleeves which I scrunch for structure. The short sleeves may ironically be a problem with this one -- you have the structure but it looks less intentional.
You can see Angie wearing this same dress (in different colours) really well in some of her former posts. And she wears hers with flats. I *have* worn mine with sneakers, too -- it's just not quite as good on 5'4" me.
