When I read this subject line, I instantly thought of Annie in the show! We love the show and I ponder her outfit choice too--I lament the poor actress who has to wear the same thing day in and day out, and wonder about how many versions of each item they have in their wardrobe department!
I think I would go with comfort, layers, and style. Maybe a medium-long skirt in a substantial yet stretchy material, with a top or two, a scarf, and a structured knit jacket. Color palette is trickier--do I want neutrals or bright colors for eternity? I would probably want elements in my favorite colors (barn red and olive green--maybe a barn red jacket and an olive green skirt) along with some neutrals (layering Ts and scarf, maybe) to ground the lot.
ETA: here are some appropriately-ghostly outfits, I think. I would want the materials to be really luxurious and interesting.
