As for jewellery, because you dress has a V neck, I recommend either wearing earrings or a necklace that won't compete with the neckline. Notice how this first necklace dips down in a subtle V shape, to mimic the neckline? That's what I'm talking about - a rounded necklace might distract from the neckline, & a choker may take away from the expanse of skin that it would otherwise leave exposed.
The second necklace I would recommend wearing as a short pendant - so it doesn't dip any lower than the lowest point of the neckline - so that it also fills the space without competing with it.
Since the sleeves are elbow length, you can get away with pretty much any hand jewellery. I personally prefer thicker bracelets if there's more skin showing) from the sleeves), but it's you're choice! Ring would look lovely too!
As for shoes? That's totally up to you! The chunky look, with rubber lug soles, is in. But so are elegantly pointed almond toe shoes! I've attached a few different options here but, since you're lighter, you may feel that metallics will help bring your look together without looking too heavy on you.
I don't know how old or young you are, but I imagine you could pull your dress off in all sorts of weather & seasons by pairing it with different accessories. The tights & boots could work in autumn with a knit infinity scarf, whereas the white Denim jacket & grey scarf would look great with the metallic sneakers or grey/ black mixed flats at a casual office or spring weekend.
