So, a couple of thoughts/ideas. I've got a 13.5" calf that measures 16" from heel to knee, and with a 6-6.5 size in most shoes have had some diffculty finding tall boots to my exact requirements. I have a full 'stable' now, including the Blondos, which I love, and which can expand if/when my calves grow. The other thing is that actual riding boots for showing are required to fit perfectly and create the longest line from knee to heel, so many folks get custom measured for them. It's been probably 30 years since I got my custom boots, but I bet you can find a local so-called 'English' riding tack store and enquire within or do a Google search. Dover Saddlery http://www.doversaddlery.com/t.....fgodTJEAmg has a guide to fitting and many examples of boots to choose from. One word of warning...true riding boots are very stiff, and you need to make sure you take your measurements sitting or you could find yourself in an awkward position (unable to sit or drive) until they are quite broken in!
