I have a friend that does something very similar. She buys a weeks-worth of pieces or maybe a few more in "perfect outfits." Occasionally a perfect outfit will include a piece from a season past, particularly items like pencil skirts, coats, and shoes. However, she won't wear a pencil with a long hemline or the wrong shape if the current look in pencils is different. Then she wears her clothes into the ground and often gets rid of many of her pieces at the end of the season or the beginning of the next year. She generally buys inexpensive (h&m, gap, zara) and trendy pieces that fit a vibe which she changes from season to season. I think this technique works for her for two reasons. First, she lives in a relatively warm climate year around (she isn't having to invest in wool sweaters, multiple coats, lots of jeans, boots, ect) and she also doesn't work at the moment. So, she wears her clothes for outings during the week, errands, appointments, dinner dates, parties, and church but much of the time she is at the house in swimsuit and cover up or nice loungewear.
However, I could also see this working for ladies that work if expanded a bit. I don't currently work in an office where you have to dress, but definitely could see myself having like three bottoms and a jacket or cardi or two and then 6 or 7 blouses and all the pieces getting worn enough that they might be done in a season or two.
On the other hand, I have a friend that has a very small wardrobe (two jackets, two coats, a pair or jeans, a pair of pants, and several options of skirts and dresses). She tends to wear through tops within a year or so but buys a lot of higher quality bottoms and jackets and will wear the less trendy items for several years because they wear like iron.
