Hey, these are seriously cute boots. And they look smart too! Congrats for cracking the white footwear as you say. I see you do it beautifully.
As for your question, it's hard to judge when I can't see the whole person. Everybody has a different body and proportions, some people would wear it well with skirts, others better with pants or both.
For what I am able to see, I find the combination white boots grey tights very very nice. I can totally imagine a pencil, slightly above-the-knee denim skirt on top, preferably in a washed out or lighter shade, and mabe possibly a bit distressed, depending on your general style and environment.
Also possible with those wonderful tights: a pair of sturdier, dressy shorts, bermudas or culottes (like tweed for example).
Grey form fitting full-length jeans. Skinnies: tucked; bootlegs: worn over.
Olive or army green roomy cargos.
I would definitively try then with socks or faux socks sleeves popping out at the ankle, in a soft color. The faux or real sock will visually elongate the boots' neck, which might help you feel good wearing those with skirts and dresses. A look I'd try with socks on would be with tights + cropped palazzo style pants.
