Help: What would you wear with....

This always happens to me. I see something that catches my eye, but I have idea what to wear them with, and, I would probably have to purchase several things just to make an outfit. I do know I would want to wear it with boots. I have the Frye Vera and these:

I am open to all ideas, as I am just beginning to understand my style, and I need a lot of help.

Maybe black boots, thick tights, topped with a short chunky neutral sweater. Or try black pumps, black stockings and a slim fitting fine guage neutral sweater.

Carter has some good ideas. I'd try a black turtleneck, denim jacket, black tights and boots.

I would let the skirt shine and keep the rest neutral, like Carter suggests. Maroon goes well with most neutrals, and I'm partial to paring it with black or navy. Since this is Title IX, I'm assuming you have a fairly sporty, active style - maybe sweater tights, your boots, and a solid, though textured top (knit wear?). It would also look great with a solid color fleece jacket or pullover for casual situations.
