For Valentine's Day, the romantic look that comes to mind immediately would be black heeled pumps, or black heeled boots that come up to just under the knee, with sheer black nylons. I say sheer so that there can be a little bit of contrast between your legs and your footwear. Believe me, your boyfriend will melt if he sees that combination on you on Valentine's Day.
Another good look may be with opaque white nylons with red heeled pumps.
For general going out to a restaurant, with neutral nylons or bare legs, white, nude, red, or black pumps, flats, or (with bare legs) heeled sandals would look gorgeous, as would black boots, especially taller shaft, both flat and heel. If you wanted to try something a little more casual with bare legs, you could try white Keds Champions, or comparable from Vans, Sperry, or Superga.
