The most comfy pair of heels I have owned is the BR Giah.

However, the ones I had were suede, which was really soft. I don't know if the nonsuede ones are as soft. The heel was low and stable, and the footbed had a lot of cushioning. They ran a half size large, at least on me.
I have also found my Okalas to be comfy. But I haven't worn them all day, or even for more than a few hours (and that involved a lot of sitting). But based on your requirements (20 min. of standing), I think they would be OK. I think the heel height might be a bit over 2.5", but Angie says the heel feels much lower, and I agree.
Rabbit is correct in that if you want a comfy heel, the best option is a blockier heel, or a wedge. There's more surface area to support the foot and your body weight. But this may or may not work with your fashion persona. Sometimes we have to do a tradeoff. I don't look good in chunky footwear, so I end up getting the smaller heel and sacrifice comfort. But I don't need to be in heels for hours at a time, so for now it's OK.
