Well, in SOME cases the '70s and the '90s might have overlapped as fashion decades. However, I experienced them as pretty different from each other. The '70s were fun, colourful, "wild" and experimental. In comparison, the '90s were rather "tame" and minimal and VERY neutral. Lots of people spent the entire '90s wearing neutral colours. In the '70s, though all shades of brown were popular, a person dressed in neutrals only was a rare sight. And he (it would usually be a man, e.g. a business man) would at least have included 2-5 different patterns and often platform shoes and longer hair. Compared to the abundance of fun and creative outfits in the '70s, the '90s often seemed more discreet, boring or depressed.
