So it's my best friend's 40th birthday in October. I was thinking of getting him a casual jacket that is a few notches above gear.
I like this Vince one, but not the price.

Have you checked out Urban Outfitters? They often have cool stuff in this category. I like this one (though it's more coat-like than jacket-like--but maybe that's more useful in the relevant climate?):

Superdry makes some cool jackets... though for some reason the models make it look like all collars must be popped at all times. I want to say they came up on my radar after seeing David Beckham in one of their leather models.

He has no style except when I tell him what to wear. Typical computer programmer, jeans and t-shirt. He likes black. In the past I've gotten him a Jhane Barnes shirt. I talked him into buying some awesome grey and green Pumas to get him out of the beat-up New Balance sneakers. We've been friends for 20 years.
