Not sure what you're budget is but you could try the Marc Jacobs "Flipping Out" tote. Although you may consider it too big for your needs. It has both a detachable shoulder strap as well as top handles, which is what I love about mine (although I needed something to haul around a 15 inch MacBook along with other paperwork and purse stuff). That, and it's available in a gorgeous lipstick red color (that would totally rock with those booties).
The quality is top-notch. New it's around $500-$600 but you can snag it for way less on some of the designer resale sites or ebay (I got mine at shop-hers.com for $250, which I thought was a good investment. I have several MJ bags I've owned for years, and while they may seem pricey, the leather quality and hardware construction is very good so they hold up really well over time and I carry them often (so cost per wear is low and quality is high!)
I'm petite as well. It's on the edge of being too big for me but I don't really mind (or care) because of the structured shape I think it still works and it's versatile enough in shape and color that it goes with either more professional attire or casual. I wore mine into the office last week with a super casual outfit (my office is so casual it makes casual days at most offices look like full on business attire). I've added a photo so you can see it proportionately to someone who is vertically challenged (I'm 4 ft 11.5 inches).

I know what it's like to be searching for just the right thing in a particular size and color so don't settle for anything less than *exactly* what you are looking for or you will end up disappointed in the long run (and when you finally do come across it, snap it up so you don't end up later regretting not buying it)!
