I *think* Harry will have to be in uniform. I did hear that William wanted to wear a different uniform in his wedding but had to go with the higher rank/more prestigious one. (I can't remember where I saw this discussion, sorry!)
1. I think Meghan will be rather more sleek and clean in outline, less fluffy. Maybe beading instead of lace, or simply satin. I'm not sure there's actual restrictions on the sleeves, but I agree she will have them. I think it will be full length, with a train, but not necessarily a very large skirt.
2. I really hope her hair is up and neat; the wind at the chapel can be pretty impressive. She's favored artistic loose bits in the past that look fine indoors but would be more than a nuisance in the wind! I'm expecting a rather shorter than longer veil, and I cast my vote for one of Queen Mary's bandeaux tiaras: either the Lozenge, or the Marie Feodorovna Sapphire. It's a big unknown if either is even still available, since neither has been seen since a young Margaret wore them. They may have been loaned, or they may have been gifts and now belong to her descendants.

Alternatively, I would not be surprised if she had something newly-bought or created from existing pieces. That has been the British Royal Family tradition for brides who are not in the direct line, like Sophie and Sarah and even Margaret herself. Meghan will have many tiara-wearing opportunities and will really need to have at least one at her disposal; it would be nice if she owns her wedding tiara instead of having a lifetime loan.
3. Bouquet. No idea! I don't pay much attention to wedding flowers.
