Okay, while I think that leaving toenail clippings around and not picking them up is TOTALLY gross, and I would think it was odd if someone clipped all of their fingers (or toes, to Rae's point) in public.
However, what's the take on a single clip in public (I have a jagged nail edge that needs to be trimmed, or a horrible hangnail?)
One of my friends thinks that you should go to the bathroom if you need to trim a hangnail. For me, I don't have a problem with minor grooming like clipping a single jagged edge as long as you throw the clipping away, and I would find it gross if someone did so in a restaurant, but not if they did so at their desk at work.
Perhaps it's just because I get hangnails ALL the time (despite having otherwise very strong, white, healthy nails that grow wicked-fast) and would find it irritating to run to the bathroom every time a hangnail cropped up!
