I'm wondering if maybe this was a part of an entire ensemble and made sense when paired, say, with the skirt and the top...? Maybe?

The thought of spotlighting my spongy parts with a top like this - totally unfitted and in a natural fiber - is just so funny. There's really no *good* way to wear it!

I know - maybe it's supposed to be tucked at the waist, with that u-shape around the hips, and not hanging like that?
