Are Off Topic threads supposed to be publicly visible?

When I did a general search for something on Google, without being logged into YLF, threads from the Off Topic category appeared in my search and were visible. The Off Topic category doesn't appear unless you're logged in, however, so I'm wondering whether this is a glitch or there was a change in policy of which I was unaware. Thank you.
