Many, and I mean MANY women where I live in New England have the Hunter rain boots. I think they look quite sleek and attractive for a rain boot, and they are supposed to be good quality.
I would try a few styles and brands out to see what you like. Some can be so stiff.

As for gloves, leather gloves lined with something like cashmere are great for fall/early winter. You can find nice ones that are not too expensive at places like TJ Maxx. I got a pair on sale from Lands End last year, similar to these:

I have Raynaud's, so am also growing a collection of ski gloves and puffy down mittens in search of the perfect pair that keep my fingers warm enough. Depending on how much time you spend outside and how cold you get, you might need something warmer down the road, or even just a silk liner to layer under your regular gloves, like these:
