Jean, like MPJ, I would love to know about your other boots (just saw 2 pairs in your other thread and thought of that too). I have the same calf circumference and size, and I know exactly what you mean. I've tried multiple pairs of boots recommended by people with smaller feet, and the shaft is SO much bigger on larger sizes, it's quite frustrating!
These boots look great though. They are more traditional-looking than you typically wear, but would work well for dressier outfits. I would keep if they are comfy, it seems impossible to find a good fit.

Tall boots are: Docs, black and brown Nickles riding boots that I got years ago- I am sure they do not still have them. I also own a pair of funky brown boots with zippers that are tall. None of them except the Docs fit well on calves. The riding boots come close.
I have a slightly dated pair of Franco Sarto boots that are stretch. I still wear them because they fit.
Almost all my other boots are mid calf, casual and not fitted in the calf.
As you can see I have not been successful
Oh I do have a black pair of flat La Cannadienne that are also fairly close to fitting. They are probably the only brand that are practical and fit narrow calves. I know designer boots will have narrow calves but they are not practical for the weather we get here.
I am freaked out a bit at the price but have had no luck anywhere else. I think I must keep. I know they are a bit classic for me but I need a boot to wear with pencil skirts and sheath dresses. I feel that booties and slouch boots look better with skirts above the knee which I do not wear as much although sometimes.
I have not been much help I am afraid- get the ones that I am!
