I do not think you look too short at all -- you are wearing these with flats for the pic, right? Bear in mind that the camera angle often has a way of making legs look short, if you look at the pics I posted of my new jeans, my legs definitely look truncated -- but it's because my husband was taking the pic and he's 10 inches taller than me. If I had remembered to ask him to sit and take the photo straight on, rather than looking down at me, my legs would look much more proportionate, which they are, and yours are too.
As for the rise, this is a matter of preference. Your muffin top doesn't look that bad to me -- nothing like what I wind up with. And if you are going to wear shirts untucked or even tucked in, these jeans will work. The question is: regardless of how it looks, are you comfortable in this rise? The answer for me is "no." Even if I know it looks just fine to others, the feeling of the flub hanging over the waistband just drives me nuts, so I prefer a higher waistband that hits right where I'm flubbiest, because it "locks and loads" it all in (i.e., just below the belly button -- not so high it's above the belly button)... there are trade-offs to that (your rear and mid section elongate) but I am more than willing to make that trade off for the sake of *feeling,* not just *looking* fab.
If you do manage to find white jeans with a 9 inch rise, let me know.
