It's kind of funny, since last year at this same time I had never worn booties in my life!!
Also, we need to credit Krishnidoux, who was the one to suggest the Siebel booties to me. She is petite and found they worked well on her own frame so suggested them to me. I bought them and was delighted! They are nice and lightweight, SUPER comfortable, and they work with trousers and skirts alike. I think they are especially great on people who are short in stature or who have a small frame.

The reason #11and #12 come closer to your inspiration, I think, is the placement of the waist. Sal's skirt either sits at her natural waist, or her top (which nips in at her natural waist) makes it seem that way. Your skirt seems to sit a bit lower, maybe not quite as low as trousers would, but lower than your natural waist. So to look like Sal, you need a topper (jacket or cardigan) that nips in at your actual waist. OR, you could try a longish top, and belting at your natural waist over the top.
The other think I noticed about her look is that she is wearing a high neck wide neck T. This stretches her shoulder line a bit to equal her hips visually. You may not need to do that; I think in her case, she is an hourglass with pear tendencies so is doing it to balance her figure.
