I've only had the bagging happen with blended-fabric denim, eg, cotton + poly + spandex. I avoid jeans with polyester in them now, and try not to buy anything with more than 2% spandex. I know with some of the other stretch materials, like polyurethane and elastomultiester, that 2% guideline may not hold true, but I haven't had any first hand experience with those. I opt for 100% cotton pants whenever possible. And stretch fabrics I always wash cold and line dry.
Also, I have the opposite fit issue -- I have large calves relative to my hip/waist, so many "straight" jeans end up looking skinny on me. So yes, I think trying cropped skinnies as your version of cropped straights may work in some cases.
