My secondary body type is pear, so I'll recommend these. They come in petite, average, and tall. Plus today is the last day to buy one pair of pants and get the second pair FREE- making these babies a cool $25 or so. They're worth a try in my opinion. I have them and LOVE them.
Levi's Classic Bold Curve are great for a small waist/larger bum and thigh combo. I recommend trying a size or two larger than your usual - no vanity sizing with these. Macy's and Kohl's have them as well as the Levi's website/store. Regular price is around $58, but it seems they are always on sale, especially at Kohl's and Macy's.
Try Gap (especially the outlet or during sales/coupons). My trick is to go to a higher end department store and try things on, then search for them on ebay, but not everyone is an ebay fan.
I like Kut from the Kloth jeans. I am very pear shaped and I actually find that I usually have to go down a size in them. They are slightly over your price point but go on sale often. Here is Nordie's selection right now:
