I'm not sure that I understand how the collar is connected to the top - does it float above the neckline? I think I might like the blouse much better sans collar, as there is already a lot of visual interest with the sheer dots - I like the simplicity of the round, high neckline that I see under the collar. The texture of the blouse is gorgeous, I love the arm length, and I love the blouse & blazer together.
For some reason, I feel like the blouse & jacket would harmonize better with a skirt that isn't quite as high contrast - perhaps a skirt that doesn't have as much detail in the ruffle, or is a darker or less shiny fabric. That's not a critique to say that the rest of the outfit is bad, by any means - just that yf you can't already tell, I'm WAY in love with the texture of the blouse, so my first inclination would be to go a little bit more toned down with the rest of your outfit so that the blouse gets a little bit more attention.
