This would be too short for me, but I'm 5'8" and too old to wear something that short. You could make this work because you are an inch shorter and young enough to wear a short dress! I guess the only way to find out is to try it on.
I think it depends on what you wear underneath it. That lace part of the skirt is awfully sheer, and the drop waist looks like it has the potential to ride up as you move around. Maybe with leggings or skinnies?
I have a similar shirt and I think you'd be giving passersby a little bit more of a thrill than you intended if it were just tights. This really looks ore like a shirt or tunic and less like a real dress to me. Maybe your leather shorts and the tights?
I don't think it is too short on the 20-something model in theory, but if I saw a woman with any kind of a figure walking around sans leggings, it would give me pause. That lace hem is pretty wide which shortens the dress to my eye. It is gorgeous in everyway though.
I think the sheerness of the lace hem is tricky - I definitely wouldn't recommend going bare-legged with this dress, and even tights I think would be iffy. I'd be worried that I might accidentally flash passers-by with a glimpse of my bum if I so much as bent slightly over. Even on the model's nearly nonexistent rear, in the video clip, it looks like there's maybe half an inch before we start seeing her cheeks peek out through the lace.
If your booty has any kind of curve to it at all, the dress will hike up even higher on your bum than the model's If the lace wasn't completely see-though, tights might work, but this calls for a proper jegging underneath IMHO.
Since it's sheer and short, I would say that yes, it's too short for wearing like a dress IMO, but I could see this with leather leggings (don't you have some of those?) for a pleasing juxtaposition.
