I've seen things out in the store, and then they disappear for awhile, and then come back later on the clearance racks, but it really is luck of the draw each time. Like Mo sometimes nothing remotely appeals, and then sometimes I'll find exactly what I want for 5-10$ on the clearance rack.
Also their turnover in new items is very fast, so pretty much every week the store has different goods. Like Forever 21, I don't worry about the forest of stuff I'm not into when I shop, I'm just browsing for that one tree that catches my fancy and checks my boxes.
Quality is quite hit or miss, but sometimes it hits --- there was a cotton zip up cardigan I got there maybe 15 years ago that I still wear in the studio. It's so worn it has faded and has lost paint on the zipper, but it's never pilled or snagged or shrunk noticeably.
