I have skinny legs and have been striking out in my efforts to find slim-fitting, dressy, black, knee-high boots. What do you think of these?

The shaft height of 15" would work, but the circumference is listed as 15" whereas I need 13". Based on the comments, I suspect these might run narrower than that (someone with 14" calves couldn't zip them up).
Has anyone here tried these on? Should I give them a go?
