I've decided I really want a new pair of black cigarette pants this fall. However, I am having a bit of a problem finding what I want. My big thing is NO TWO-WAY STRETCH, which is becoming super ubiquitous in skinny pants lately. I have been having lots of issues with the 2-way stretch being itchy and hot, so I am looking for something in a cotton-rich twill or poplin type fabric.
Currently I own the Gap Ultra Skinny, which does have the 2-way stretch, and the old BR Martin skinnies, which are a poly blend and also kind of hot. Both are wearable when it's colder out, but in more temperate weather they make my thighs itch.
I tried these on this morning, and the fabric is really nice (it's like a silky twill), but unfortunately the leg opening is way too wide.

Which brings me to my other issue. I have really skinny ankles (7.5") so I need an ankle opening of no more than 10". I have been finding a lot of so-called slim pants with 12" ankle openings recently. Keep in mind I wear a size 8-10, so if they grade the ankle opening according to size I'm screwed.
And they need to be somewhat pear friendly. I don't mind sizing up on a slimmer cut and possibly taking in the waist, but some brands (like Theory) are just never going to work, particularly with a lower-stretch fabric like I want.
So, wise ladies of YLF, any suggestions?
