For quality, I look at the stitching (if it's even, consistent and straight), the hardware, and the look and feel of the leather or material that it's made from.
It looks terrific. The feel and the stitching as CocoC said. I would look at how the straps pull and unpull. In this type of bag the security of the eyelets/metal rings is important.
I agree with all the points above, plus add one of my own. Make sure the functional hardware performs as it's supposed to. Do the zippers move back and forth with ease, whether they're serving as the bag's closure or adorning an inside pocket? Do turnlocks actually stay secure once closed? If the bag features an "adjustable" strap, does it actually adjust? I empathize with your bag excitement - a new purchase I made last week has made me smile each time it's been in my hand since then.
