I get my hairdresser to do blonde streaks in my hair. In my opinion you should get it done professionally ESPECIALLY if you want to go as light as white, silver or platinum. I am not a hairdresser, but have seen friends melt their hair by leaving the dye on for too long, as the hair gets very soft and breaks (like totally snaps off at the roots which is not a good look) if the colour is left on for too long. Bleaching hair and removing pigment from your hair is much trickier than adding colour and going darker (such as dying your hair black which is a much easier home job). You really need to be careful because so often home bleach jobs go an orange blonde colour. Stylists use toners to get the hair to the right shade and know the right amount of time to leave the colour and toner on.
The other consideration with lightening your hair is that your skin may react to the products. Bleaching kits can have very harsh chemicals that cause your scalp to burn or even blister.
For the look you are going with, a bit of regrowth is likely to look cool. But it is likely that every 4 weeks you will need a touch up. If you have your hair streaked, it is longer between appointments. The further you stray from your natural colour, the more obvious the regrowth will be.
Once you move to having dyed hair, you will notice that your hair is dryer and more brittle. I use very conditioning treatments on my hair between appointments to keep it looking healthy. I also use a purple shampoo and conditioner to stop my hair going brassy between appointments.
