Welcome! You might start by taking a look at the blog archives, especially the section labeled "you." and "your context." That will give you a start on identifying your style aspirations and how you might incorporate goth and feminine elements into your corporate work environment. Some people find it helpful to make an image board of looks that appeal to them.
You might also list your weekly roles and activities, e.g. how many days/ hours at work (and what your wardrobe needs for work are), what you like to do on weekends and clothes you need for that, any other roles or specific types of outfit you might need (parenting? date-night? participation in a sport or type of workout), etc. What is the minimum number of outfits you can manage on for now?
It can also help to identify a core colour palette for yourself. What are your favourite neutrals? How about colours?
When I had to build a wardrobe up from scratch due to body and lifestyle changes, I did rely for a year or so on hand-me-downs and thrifted items as well as items from discount outlets as I experimented with my style and saved money to buy more long-lasting pieces. That way, if something didn't work out, I didn't feel I'd wasted a lot of money.
