This is an interesting strategy that can backfire with some people. I used to shop at Talbots all the time because they had a store across the street from work and their clothes coordinated well with my work wardrobe. I found though that if I bought something, that same piece would be reduced even further in price days later. Talbots always gave me the added discount, but it exhausted me trying to keep up with their sales. I came to loath the idea of shopping at Talbots because I know that one week later whatever I bought would be cheaper. Finally I gave up and avoid the store all together.
Meanwhile, about other stores. I don't think price inflation, I think cheap, poor quality clothes that are discounted because no one is buying. Once I get thae idea that the clothes are poor quality, I can't get it out of the head and avoid those merchants as well. This happened at Ann Taylor. Now another store I avoid.
I still shop at Gap and Banana Republic because I do find things I like and I buy on sale. I don't know anything about J Crew so I can't add anything.
