I would wear these with skinnies tucked in, with straight legs untucked (provided the straight legs fit over the boot opening). I'd even wear them with boot-cut jeans, provided they were hemmed for flats. Given that these boots are adjustable - I might (if I were daring) also wear them with skirts, sans hose, while the weather isn't frigid. In winter, I'd add some sort of hose, something that blended in (colour-wise) with the boot colour so as to lengthen the leg line, ie. slightly sheer-ish black hose with the black version of these boots, and slightly sheer-ish grey hose with the grey boots.
Meanwhile, I think you could also consider wearing these types of boots with "winter shorts" - something a bit tweedy-y and slouchy - if that's part of your style (I'm thinking that Aida has some beautiful WIW's with fab winter shorts that might work for you with these boots).
Also - how about some slouch-y, menswear-inspired pants? Slightly tapered at the bottoms, but with a tiny bit of 'scrunch' at the hem, a la Angie?

The boots you've posted seem somewhat similar in shape, and I think Angie's "Semi- Structured Trouser Look" is a great way to wear these types of flat, short boots ...other than jeans or skinnies all the time.
I think you have a lot of options with flat boots like these.
