Since they are no hose shoes, and you do not want to go bare in winter, they aren't going to be year round shoes. The way I do things like this is do you attend more functions to wear dressy shoes in winter or summer, or both. That determines what I get and how much I spend. If you want just one pair for all seasons then I would go with dressy pumps.
I really like those shoes though!
Here in my warmer climate open toe is worn all year round, although I don't like them in November , December, when it is cold and rainy. There seems to be a real move away from panty hose, period. On another forum both myself and another asking about formal affair attire and weddings, many answers said no panty hose, absolutely. Even though I have older legs, I have OK feet, so wear long skirts, dresses, trousers, I wear dressy sandals with bare legs.
Last winter I wore a dressy top, trousers, and my higher heeled boots to a semi formal event as it was cold and raining.
This winter I will be looking for something like dressy low boots .
I was also going to ask a question about wearing opaque tights with pumps with a dressy suit or cocktail type dress.
This spring I wore a knee length dress with sandals and bare legs. This was a dress up luncheon event, and there were more older ladies than young. I took a survey of hose or no hose. Of the older ladies only three had no hose, and of the younger set, no hose.. Dresses outnumbered pants 4 to 1 so I felt very comfortable.
