I think that the LC Polly will be too big for your calf also, judging by the measurements on the Nordstrom site.
You can search for narrow-calf boots on the Nordstrom site, under "Calf Width."
It is tough! I have a 12" calf and have pretty much given up. I will probably have to have a custom pair made, but I haven't found any boot designs that I like. I have a pair of Cole Haans and a pair of Aquatalias. The Aquatalias are a little too high in the shaft for me, which makes the calf look too big. As Joy mentioned, if the shaft is too high, the boots won't fit properly at the top.
You had mentioned the LC Pollys being over $500. IMO, if you find that you are very hard to fit, $500 is not too much to pay for a good pair of boots, because you will wear them lots and lots.
