Practically speaking, no. Even online there's not enough selection out of season, especially if you're concerned about budget. It does have a certain old fashioned charm to it, though: like you have to buy all your clothes before you head off to boarding school, or that you're packing your trunks for the ship to your archaeological dig, circa a hundred years ago.
One of my fashion goals for 2015 was to shop less often and seasonally, and so far it's been a mixed bag. I've learned that I like to browse - it's a hobby and a stress relief - and so I've figured out I need to not spend my whole budget at once, because then it's just too hard for me to not shop at all for a month or two.
I can see the appeal of shopping more strategically, though, and making a plan ahead of time, especially if your time is limited. Not everyone likes to spend time shopping and that's totally understandable.
