Conference mini-capsule help!

Hi!
I have two work trips coming up in October.
From Oct 1-4 I'll be in Barcelona. That's the most difficult trip to plan for. Inside where I'll be it will be cool, but October in Barcelona can mean 30-32 C.
I am planning on wearing a pant suit all days, changing the top. I'll probably bring a cardi with me in case I don'twant to wear my blazer every day. My problem are the tops: I'd like them to be sleeveless or short sleeves, but still work appropriate under the blazer or cardigan.
Do you have any suggestions?

The second event is Oct 12-15 in Manchester, UK. Do you know what to expect, wheater-wise? Never been in UK...

Do you have sleeveless woven blouses ?

For Manchester, hope the UK fabbers will chime in, I'd expect rather cool (15°C) and rainy weather.

For Manchester check the weather forecast before you go as it can be quite variable. I would probably be wearing a 3/4 sleeve dress and jacket/cardigan in the office, with a light trench coat for outside. But it could be warmer or colder. Indoor spaces will probably be the same temperature as Barcelona indoor spaces. Outdoor spaces cooler with the risk of rain. Many women in skirts/dresses will probably be in lightweight opaque black tights.
