Hi missb,
I feel a lot of your pain! I saw one of your other threads and except for bust and shoe size, our proportions seem similar. Have you tried shopping in juniors and petites? On the bottom, I would think you are a 2P, like me. But 0P could be an option too depending on how your curves work. (OR, you could be a regular 0 since your inseam is closer to "normal" than mine...)
Juniors' sizes are MUCH less consistent, but I can range from 3 to 5 and XS to S in those. Juniors go down to a 1 as well sometimes if that's needed.
I used to shop in the children's (sometimes boys' as well), because years ago, there really were no other options. Petites sections were very much "old lady" oriented if I can use that term--frumpy, not fashionable, nothing a young person in her 20s would wear. In high school I wore a women's size 4 shoe, virtually impossible to find even now--but back then...oh boy. I ended up a 5.5 / 6 in shoes after college.
Fortunately these days we can find very fashionable things in "extended" sizes. Happy hunting!
ETA: This all comes from a USA perspective, and if you're in another country, some differences will surely apply. Speaking of which ... Asian styles are often cut quite small, and you could try online Asian fashion shops that are very affordable.
