Bloomingdales "permanent" sale

I received an e-mail from Bloomingdales that all items that are on "permanent sale" will be an extra 40% off, starting tomorrow. My question is: does anyone know how to determine whether something is on permanent or temporary sale? I know a store like J. Crew makes this easy by the price (if the price ends in .99 it is permanent sale). Does anyone know if Bloomindales is similar?

I think I'm going to get this, and I'm really hoping it is on permanent sale:

that .40 cent price ending would make me think it's a "permanent sale"

Incidentally, I tried on this top at Saks (also in their sale rack) this weekend and it didn't work for me: too short to wear with tights, as I had hoped but big through the middle. But I'm tall so it may work for you, or you may be looking for something to wear with jeans/pants. Curious to see how you like it! I generally like NL's stuff, although this seemed like a departure from her normally VERY feminine aesthetic.

Auburn, I'm definitely considering this a dress, but I'm also only five feet tall. Last year Nanette Lepore had a similar dress in purple, but it had cap sleeves, so I sent it back. I didn't have an issue with the length at all--I'm guessing it will hit me about an inch or two above the knee.

I really love NL, so I have high hopes for this. However, I'm concerned that you found it big through the middle. Her sweater dress from last year actually tapered in at the middle, which is one of the things I loved about it. If this doesn't do the same, it might not be a keeper. I'll report back!
