It's the on-high edict that gets me--"no-no" as though there is only one option, and that a fashion crime has been committed.
I do think that "the eye" tolerates shorter skirts on anyone if dark/patterned/opaque hose are worn. That observation has been made many times on this forum. I tend to be more in that camp for myself, and may recommend it on someone else if they're asking, but certainly there's a wide range of flattering looks.
So what I'd prefer is for that type of style option to fit under style tips, as in, if you're feeling sensitive about a shorter skirt, but have a fab one you want to wear (or buy). then darker hose are an adaptation that often makes the outfit "work". Wouldn't that be much better than "no-no"!
It's not just about spider veins and bumps and whatever this person was trying to describe--there are several kind of optical issues involved. And it's a continuum--younger gals who're targeting even shorter skirts can find the same thing true and useful and also the adaptation can be used to increase either the formality or informality of the outfit. And as skirt hems seemed to drift down a bit with the "midi" or tubes or even some pencil skirts, dark tights filled in the gap a bit for me to extend my wearing of a couple of skirts that suddenly looked a bit too short even though they are notably longer than the one pictured in this article.
