Hmm. So basically the uniform is black blazer, black skirt, white shirt, blue and purple tie? I'm not sure you can avoid the penguin feeling entirely - but a straight, pencil or A-line skirt should work well with the oversized blazer. Altho mini's are out, I would think it would be ok to show knee and would do that.

... could you wear a pleated skirt?

I do actually like school uniforms. They look smart, looking from outside the fishbowl, and help you be part of society. I went to a hippy-dippy school without uniforms and that was good and all then, but somewhat crippling after leaving school. None of us had built up any tolerance for convention.

In the late 1980s/early 1990s, it was quite fashionable for women's business suits to have a straight, almost pencil above knee length skirt, and a somewhat oversized, and long, shoulder-paded suit jacket, that was pretty fitted at the hips, and that extended to mid-thigh. That was the picture I got in my head when you described your uniform, and it was a fairly flattering look on most people who were not an extreme pear shape or terribly round.
