Tonks, I'm not Angie, but I can tell you that it's highly, highly unlikely that you'll find anything that narrow without getting it altered. I am constantly on the lookout for boots that will fit a 12-inch calf, and they are extremely hard to find. Even Duo, who custom-makes narrow- and wide-calf boots, only goes as small as 30 cm, which is 11.8 inches.
You might be able to finesse the fit a little if you tuck in skinny jeans and find boots with an adjustable buckle and/or stretch fabric in the construciton. A couple of possibilities:

You could also go with a pre-scrunched or a slouchy style since those don't have to be as fitted, or go with an over-the-knee boot and bypass the calf altogether:
