I think generally a shorter top lends itself to culottes, but you can also go quite fluid and do a half tuck on one side to reign in volume. Cropped tops can look great too. You don't have to bare your midriff as you can wear a fitted, tucked in underlayer to tone with your outfit. Also looser boxy, slightly cropped tops work too. You could even have a loosely woven knit high hip length sweater with an asymmetric hem to add some structure to the waist area and pair with ankle boots for a more casual look.
