Being in a warmer climate I have a lot of year round type clothes, but only casual ones. However, we do have two seasons-winter and summer--or actually cooler and rainy, and hot. Usually hot is August, September and sometimes thru October. Usually cooler and rainy is Nov. thru April. I find dress up occasions in April, and May difficult as it is too cold for summer stuff and always feels too late for wintery stuff like velvet. So now I will be attending more of the dressier,, sometimes cocktail dress type occasions year round.
How early in the fall would you wear something like a velvet jacket?
I will be going to 1 function in September , 2 in October and 1 in November.
September will probably be easy, and November will not be a problem, but the October will be. Any suggestions will be greatly appreciated. Also I do not wear slevless, and only go without hose when I wear sandals, and for these occasions generally a longer skirt of dress, or pants.

Where I am, we have Indian Summer - our long days of hot weather come September / October. Maybe November I'd start wearing something like velvet.

I generally wouldn't wear velvet before November, or maybe late October if it is a cool year.

I think that you can get away with richer, more wintry fabrics during spring and autumn if your event is indoors and at night. If the event is during the day (like an afternoon wedding) or outdoors (like in a garden) I'd probably save the velvet for winter. For the evening, indoor event, I think if it's cold enough for velvet then you can wear it.

Are you trying to determine what other dressy fabrics might be options for those mid-range temperatures? If so, I think there's probably a wide range. And do you mean for a dress or for a topper?

It's true that temperatures in October and temperatures in April or May can often be similar. Yet our eye craves different colours at different times of year.

How many dressy outfits do you think you need for your dressy capsule and what are you starting with?

what suz said..."winter" weight of a fabric is supported by the color independent of the fabric thickness and appropriateness for outside temps.

In my closet I have a very nice black velvet short jacket and pants. These can be worn separately or together. Next I have a print blazer, black background, with red and a little green, white and purple. the fabric is sort of like silk, with some texture like velvet. The dominant color in the print is the red. What I am thinking is finding a red dress to wear either alone or with both jackets. So I will need a couple of tops for under the jackets with the velvet pants, and then needing a nice black skirt. These will work for the functions from November thru like early March. I am having more of a problem with the September and October.
