Same as Una in my area. The only baggy pants I see are on the 45+ crowd, but I'm assuming that those elastic- or high-waisted, mom-style jeans aren't really what we are discussing.
Skinny jeans, the tighter the better, still seem to be the preferred style for most of my students. The rest of the jeans crowd is in straights or bootcuts. Rolling up the bottoms of your jeans would be quite a radical move in cowboy country, so I haven't seen it yet.
I have noticed the fashion-forward 25-35 crowd is starting to wear printed/colored, ankle-length, slim pants, while the not-so-fashionable, slightly older, group is wearing a similar style but in a wider leg (truly hideous to my eye!).
Personally, I doubt that baggy will ever catch on in my area. Most of the women, young and old, wear jeans to accentuate their (*ahem*) assets; the very notion of baggy butts and dropped crotches in a jean would be totally bewildering. Cowboys and cowgirls are probably quite unified in their thinking on that score.
