Currently filling this bill are several from Rag & Bone (Heritage wash and Kensington wash). I also have a pair of Paige jeans that fit this description. So no laundry bottlenecks in water starved California.

Black, tapered, no elastic at the ankle "track pants" in rayon or silk (nothing sweat pant like or stretchy). LOVE them. They are so comfy, and yet are dressy enough for work (as long as they have no ankle elastic), and they go with everything.

At the moment I'd say my white slim leg ankle pants from Gerry Weber. They're lightweight but not sheer and they wash like a dream. ( I have them in light beige too. Why not. ) Both pairs just went on a week's holiday with me, and they were great - no bagging or sagging!
